I have completed everything at the Kaiser Wilhelm Institute. I am with my partner at the end of the hall waiting for the guard to go back to sleep. I have heard that this is a bugged-up game. When I click the radiator wheel on the warm heater, I am informed that the heat is flowing to the other room, but the radiator wheel does not disappear from my inventory, so I'm wondering if this is the problem.
Also, the walk-thru said the guard would go to sleep in 15 minutes. Do they mean actual time? At any rate I waited 20 real-time minutes, and could only elicit a response that indicated the guard was still awake.
